Publikácia obsahuje rozbor jednotlivých ustanovení platnej právnej úpravy (zákona o podmienkach výkonu volebného práva č. 180/2014 Z. z. a zákona o volebnej kampani č. 181/2014 Z. z.), zovšeobecňuje skúsenosti z komunálnych volieb konaných v novembri 2014 a formuluje expertné závery o primeranosti a efektívnosti existujúcej legislatívy regulujúcej volebný proces a volebnú kampaň (vrátane jej financovania) v komunálnych voľbách v SR, a takto poskytuje návrhy odporúčaní zmien s cieľom zlepšiť transparentnosť volebného procesu, zvýšiť jeho otvorenosť voči občanom a zvýšiť efektivitu kontrolných mechanizmov v oblasti financovania volebných aktivít.
