IVO BAROMETER: Quality of democracy in the 4th quarter of 2013 worsened to 3,1

On January 14th, 2014, Institute for Public Affairs has published assessment of the development of quality of democracy in Slovakia for the fourth quarter of 2013.

Within the project IVO Barometer, analysts from the Institute for Public Affairs in cooperation with other experts evaluated the quality development of democracy in Slovakia in the fourth quarter of the year 2013 by overall mark 3.1 - which means a slight decline in comparison to the second quarter of 2013 – the democracy worsened by 0.2 points. In addition, the whole-year average grade for all quarters of 2013 dropped by 0.1 point to the value 2.9

Experts preparing the assessment within IVO Barometer found that the overall rating for 4th quarter of 2013 has worsened due to negative trends in the area of Democratic institutions and the rule of law and the area of Legislation. The state of democracy in the two remaining areas – Human and minority rights and Independent media has not changed in the last quarter of 2013. 



As the previous IVO Barometers, this issue also contains also a narrative evaluation of the quality of democracy in the area of civil society and the third sector.

The IVO Barometer 4/2013 was introduced by Martin Bútora, Grigorij Mesežnikov, Zora Bútorová and Oľga Gyárfášová on a press conference in Bratislava.

IVO BAROMETER

The principal objective of the IVO Barometer, an analytical project by the Institute for Public Affairs, is to provide a foundation of basic knowledge about the actual state of affairs and development trends in the field of quality of democracy, and to put together an operative team of experts and regularly publish their assessments. 

The backbone of the project is the regular evaluation of the quality of democracy in Slovakia after it became a full-fledged member of the European Union. The project’s methodology is based on systematic monitoring and analysis of the main development trends in five key areas: democratic institutions and the rule of law; legislation; projection and implementation of human and minority rights; performance of independent and public service media; and civil society.
