The Evaluation of Visegrad Countries’ Democratic Assistance Programmes

Objective:
The aim of the project is:

a) to describe the existing framework and instruments of democracy assistance in the V4 countries

b) to determine the main trends and patterns in the framing of democracy assistance policies, including the volume of finance available, the target countries, the type of activities or projects supported and the types of organisations implementing it,

c) to evaluate the role of different actors (particularly NGOs) in implementing democracy assistance projects,

d) to assess the degree of co-operation of respective governments with other actors, namely:

  • European institutions (European Commission, European Parliament)
  • Other EU/European governments (particularly V4 governments)
  • Governments of other countries who are major contributors to democracy assistance
  • Other important actors, such as international non-governmental donors

e) to identify a number of democracy assistance projects in target countries, the impact of which will be evaluated by researchers in those target countries
