Time Span: January 2009 – December 2009
Project Team: Miroslav Kollár (project leader, editor, author), Grigorij Mesežnikov (expert guarantor, author), Martin Bútora (expert guarantor, author), Broňa Pinterová (project coordinator), external experts – authors of background analysis (Peter Učeň, Soňa Szomolányi, Mária Kolíková, Kálmán Petöcz, Jaroslav Pilát, Ernest Valko, Zuzana Mistríková, Tomáš Czwitkovics, Vladimír Bilčík, Tomáš Strážay, Vladimír Tarasovič).
Objective: The project evaluates on quarterly basis the quality of democracy in Slovakia in five key domains: democratic institutions and law state; legislation; protection and respect of human and minority rights; public media; and foreign policy (its transatlantic and European integration aspects). Experts define ratings for each domain (except for foreign policy) and based on this the average IVO Barometer rating will be calculated. The values of the IVO Barometer rating are between 1,00 – 5,00 with 1,00 representing the optimal situations of quality of democracy according to the standards and criteria used in the EU and the Council of Europe in the area of institutional stability, political democracy, human rights and freedoms.
Outputs: The results of monitoring and analysis – reports and ratings – are published in the quarterly periodical IVO Newsletter.
